Image Credit: EPA<\/figcaption><\/figure>\n\n\n\n<p class=\"has-drop-cap\"><span class=\"has-inline-color has-vivid-red-color\">J<\/span>apan and Thailand have a storied history that dates back to the 16th Century, although most recall Japan\u2019s invasion of Thailand in 1941 and the Kingdom\u2019s subsequent declaration of war against the United States and Great Britain, which both the monarchy and the Thai Ambassador refused to deliver. The post-war era brought normalized relations between the two countries and Japan began to invest heavily in Thailand, where today it is home to numerous Japanese companies like Honda, Mitsubishi and Toyota,&nbsp; that provide a broad range of middle-class jobs. Over 1,700 Japanese firms <a href=\"https:\/\/www.japantimes.co.jp\/news\/2017\/10\/05\/business\/japanese-firms-operating-thailand-plan-bigger-wage-increases\/#.X0xR2ouRXIU\">employ roughly 1 million people<\/a> across Thailand.&nbsp;<\/p>\n\n\n\n<p>This past week, Japanese Prime Minister Shinzo Abe <a href=\"https:\/\/www.nytimes.com\/2020\/08\/30\/opinion\/shinzo-abe-resign-japan.html\">announced his resignation<\/a> where in Japan has been met with mixed reactions, stemming from his handling of COVID-19 and a scandal plaguing both the <a href=\"https:\/\/mainichi.jp\/english\/articles\/20180604\/p2a\/00m\/0na\/007000c\">Finance Ministry<\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/2018\/mar\/16\/japan-cronyism-scandal-linked-to-shinzo-abe-and-wife-worsens-with-suicide-note\">his wife<\/a>. In Thailand, Abe\u2019s long tenure can be described as a mixture of pragmatism in his diplomacy after the <a href=\"https:\/\/www.bbc.com\/news\/world-asia-27517591\">2014 coup d\u2019etat<\/a> and efforts to balance Japan\u2019s relationship with Thailand, while not pushing it further into the clutches of Beijing.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"alignright size-large is-resized\"><a href=\"https:\/\/thegeopolitics.com\/assessing-japan-thailand-relations-under-abe\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2020\/09\/thegeopolitics.png?resize=220%2C73\" alt=\"\" class=\"wp-image-3795\" width=\"220\" height=\"73\"\/><\/a><figcaption>As featured in <strong><a href=\"https:\/\/thegeopolitics.com\/assessing-japan-thailand-relations-under-abe\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Geopolitics<\/a>.<\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p>After the Thai military overthrew the government of Yingluck Shinawatra, Japan\u2019s reaction was restrained, calling it <a href=\"https:\/\/www.reuters.com\/article\/us-thailand-protest-reaction\/thai-coup-draws-swift-condemnation-u-s-says-reviewing-aid-idUSBREA4L0ZH20140522\">\u201cregrettable\u201d<\/a> and urged the return of democracy. Abe\u2019s diplomacy afterward was balanced, advocating for democracy, while not wanting to lose any ground to China. Abe later met coup-leader and Prime Minister Prayut Chan-o-cha <a href=\"https:\/\/www.bangkokpost.com\/thailand\/politics\/470406\">in Tokyo in February of 2015<\/a>, where he received assurances that elections would be held swiftly. Of course, that did not occur, as Prayut and the junta kept delaying polls until 2019, when conditions were set that made his election all but inevitable. Japan, however, wasn\u2019t disappointed. It both expressed Abe\u2019s reservations and protected Japan\u2019s business and national interests in Thailand in broader Southeast Asia, a theme common in Abe\u2019s tenure, evidenced by his <a href=\"https:\/\/thediplomat.com\/2020\/08\/japan-seeks-to-offset-chinese-influence-in-cambodia\/\">dealings with Hun Sen in Cambodia<\/a>.&nbsp;<\/p>\n\n\n\n<p>The Chinese context in Japan-Thailand bilateral relations has always clouded the relationship. Both Japan and China have attempted to finance or make investments in high-speed rail in Thailand\u2013China because of linkages to its Belt and Road Initiative (BRI) and Japan aiming to compete against rising Chinese influence. A proposed railway linking the northern city of Chiang Mai to Bangkok was <a href=\"https:\/\/www.japantimes.co.jp\/news\/2019\/10\/28\/business\/japans-rail-diplomacy-right-track-s-e-asia\/#.X0xYeIuRXIU\">ultimately scuttled over terms<\/a> and Chinese infrastructure investments <a href=\"https:\/\/www.japantimes.co.jp\/opinion\/2018\/01\/15\/commentary\/japan-commentary\/sino-japanese-tug-war-taking-place-thailand\/#.X0xaNYuRXIU\">are already significant.<\/a>&nbsp;<\/p>\n\n\n\n<p>For Abe, Thailand has always been a tough nut to crack. While business ties have improved dramatically since the early 1970s when Thai nationalism and student activism saw boycotts of Japanese goods and Japan later countered with an attempt to have <a href=\"https:\/\/www.jiia.or.jp\/en\/ajiss_commentary\/column-24.html\">\u201cheart to heart relations\u201d with Southeast Asia<\/a>. Risk-averse Japanese businesses have repeatedly complained about operating in an environment rife with political instability. Under Abe, however, Japan pragmatically found a balance between diplomacy, democratic values, and business, through initiatives across broader Southeast Asia like <a href=\"https:\/\/www.bangkokpost.com\/business\/920633\/japans-thailand-plus-one-revisited-opportunity-in-the-mekong-subregion\">Thailand Plus One<\/a>, which counters nervousness about increased labor costs and political volatility in China and the Japan-Mekong Cooperation, which recently has assisted countries in <a href=\"https:\/\/mainichi.jp\/english\/articles\/20200709\/p2g\/00m\/0na\/116000c\">boosting health systems<\/a> during the COVID-19 pandemic.&nbsp;<\/p>\n\n\n\n<p>Abe\u2019s trade diplomacy also was consequential.&nbsp; After the United States<a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-38721056\"> withdrew from Trans-Pacific Partnership<\/a>, Japan managed to salvage the deal minus the most powerful economy in the world, into what is now known as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), of which Thailand is a part of. Abe\u2019s pragmatism showed as Japan was willing to <a href=\"https:\/\/www.japantimes.co.jp\/opinion\/2019\/12\/09\/editorials\/less-satisfactory-trade-agreement\/#.X0xjnYuRXIU\">negotiate on sensitive issues like domestic agriculture<\/a>. His departure also leaves the Regional Comprehensive Economic Partnership (RCEP) agreement in some doubt because of the withdrawal of India in 2019. Abe\u2019s personal relationship with Indian Prime Minister Narendra Modi was considered <a href=\"https:\/\/www.japantimes.co.jp\/opinion\/2019\/12\/18\/commentary\/japan-commentary\/japan-kingmaker-indo-pacific-trade-deals\/#.X0xkk4uRXIU\">critical in attempts to sway India<\/a> to return.&nbsp;<\/p>\n\n\n\n<p>Abe\u2019s departure will likely not result in dramatic changes to the already strong Japan-Thai bilateral relationship. Japan remains Thailand\u2019s third-largest trading partner behind the U.S and China. Abe\u2019s LDP-chosen successor will likely not change Japan\u2019s approach to Thailand, unless dramatic upheaval, either in the South China Sea or in Thailand\u2019s domestic politics necessitates it.
