Holding a surgical mask in front of his face, <a href=\"https:\/\/www.reuters.com\/article\/us-thailand-politics-pm-spray-idUSKBN2B11SD\" target=\"_blank\" rel=\"noreferrer noopener\">he proceeded to spray reporters<\/a>.\u00a0<\/p>\n\n\n\n<p>By Friday, while at the Royal Thai Police Headquarters, the Prime Minister <a href=\"https:\/\/www.khaosodenglish.com\/news\/crimecourtscalamity\/2021\/03\/12\/prayut-sorry-for-spraying-reporters-with-alcohol\/\" target=\"_blank\" rel=\"noreferrer noopener\">apologised for his actions<\/a>, saying: \u201cUsually I joke around with reporters like this. I won\u2019t do it again and will follow the rules. Sorry, I guess.\u201d Aside from<a href=\"https:\/\/www.bangkokpost.com\/opinion\/opinion\/2081775\/pm-must-temper-anger\" target=\"_blank\" rel=\"noreferrer noopener\"> some mild editorial remarks from major news outlets<\/a> and a temporary flare up on social media, reaction to Prayut\u2019s alcohol-based <em>faux pas<\/em>, the story lasted less than a week, before the Thai media turned their attention to the <a href=\"https:\/\/asia.nikkei.com\/Politics\/Turbulent-Thailand\/Thailand-latest-Court-green-lights-charter-amendments\" target=\"_blank\" rel=\"noreferrer noopener\">Constitutional Court decision<\/a> or the <a href=\"https:\/\/mainichi.jp\/english\/articles\/20210312\/p2g\/00m\/0in\/099000c\" target=\"_blank\" rel=\"noreferrer noopener\">Astra Zeneca vaccine delay<\/a> over blood clot concerns.&nbsp;<\/p>\n\n\n\n<p>However, the media should have kept one eye on Prayut\u2019s mercurial behaviour toward journalists, as the broader story needs further attention. The antics of the Prime Minister are being normalised before our very eyes \u2013 and it is coming from a variety of sources. On Wednesday, March 10, it came from Palang Pracharath Party MP Pareena Kraikupt, <a href=\"https:\/\/www.thaienquirer.com\/25101\/pareena-brushes-off-prayuts-spraying-spree-as-playful\/\" target=\"_blank\" rel=\"noreferrer noopener\">who made light of the incident<\/a> by saying: \u201cWhen the disinfectant machine at the Government House is broken, it is up to the premier to show his love and care for the reporters right?\u201d Pareena also suggested that Prayut was being \u201cplayful\u201d and that reporters were in on the joke, which was \u201cwhy he was playing with them\u201d. <\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><a href=\" https:\/\/southeastasiaglobe.com\/prayut-press-freedom\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"200\" height=\"200\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2020\/09\/SEAsiaGlobeLogo-e1623222484383.png?resize=200%2C200\" alt=\"\" class=\"wp-image-4258\"\/><\/a><figcaption>As featured in the <strong><a href=\"https:\/\/southeastasiaglobe.com\/prayut-press-freedom\/\" target=\"_blank\" rel=\"noreferrer noopener\">Southeast Asia Globe<\/a><\/strong>. <\/figcaption><\/figure>\n<\/div>\n\n\n<p>In November 2014, Prayut also came under fire after <a href=\"https:\/\/apnews.com\/article\/02f5db6ecf864a75847b42f373734518\" target=\"_blank\" rel=\"noreferrer noopener\">patting the head of a journalist and twisting the man\u2019s ear<\/a> while taking questions in the northern city of Khon Kaen. While the incident didn\u2019t draw much attention from journalists, some people took offence, as the head is considered a half-sacred part of the body that should not be touched by strangers. Funny, offensive or not, deputy government spokesperson Sansern Kaewkamnerd <a href=\"https:\/\/newsinfo.inquirer.net\/652452\/thai-leader-pats-reporter-on-head-tugs-his-ear\" target=\"_blank\" rel=\"noreferrer noopener\">characterised the incident differently<\/a>: \u201cIt came across as cute. He was smiling. They were also smiling. It\u2019s not weird for [Prayut] to be playful with them.\u201d<\/p>\n\n\n\n<p>Some incidents also get swept away as normal or light-hearted moments between a leader and a press corps. In December 2014, Thai Rath caught <a href=\"https:\/\/www.youtube.com\/watch?v=P5zXsYEwy9o&amp;feature=share\" target=\"_blank\" rel=\"noreferrer noopener\">Prayut throwing a half-eaten banana peel at a cameraman\u2019s head<\/a> in front of the rest of the assembled press, which drew laughter from the assembled crowd. The antics of the Prime Minister eventually <a href=\"https:\/\/www.nationthailand.com\/life\/30265490\" target=\"_blank\" rel=\"noreferrer noopener\">made their way into Thai arts and culture stories<\/a>. Prayut could have a career in standup comedy <em>The Nation<\/em> quipped, as \u201cjournalists know he has a humorous side \u2013 just ask the recipients of his tossed banana peels\u201d.<\/p>\n\n\n\n<p>In January 2018, Prayut found another way to dodge reporters questions by <a href=\"https:\/\/www.theguardian.com\/world\/2018\/jan\/09\/thai-pm-prayuth-chan-ocha-cardboard-cutout-avoid-journalists-questions\" target=\"_blank\" rel=\"noreferrer noopener\">producing a life-sized cardboard cut-out of himself<\/a> \u2013 which was supposed to be used for Children\u2019s Day events \u2013 and told reporters to direct questions to it instead of him. \u201cIf you want to ask any questions on politics or conflict,\u201d Prayut said, \u201cask this guy.\u201d The stunt was reported by news outlets around the globe, some with a critical eye, while others used it in \u201coffbeat\u201d segments designed to entertain rather than inform.&nbsp; <\/p>\n\n\n\n<p>Prayut\u2019s antics are neither entertaining nor humorous. They\u2019re dangerous. After the same banana peel incident, the Prime Minister threatened the media with Article 44 (of the Interim Charter) or martial law <a href=\"https:\/\/prachatai.com\/english\/node\/4759\" target=\"_blank\" rel=\"noreferrer noopener\">after he claimed they ruined his image.<\/a> In September 2014, after being asked if he intended to be a prime minister from a coup d\u2019etat only, he <a href=\"https:\/\/apnews.com\/article\/b7e4feee87194a4687a4291991bc6145\" target=\"_blank\" rel=\"noreferrer noopener\">threatened a journalist at Government House<\/a>, remarking, \u201cI\u2019ll smack you with the podium\u201d.&nbsp;<\/p>\n\n\n\n<p>The media, Thai politicians or the general public should not gloss over Prayut\u2019s abnormal behaviour as funny or entertaining because they are also matched with more serious and consequential \u2013 or existential threats to journalism in Thailand. This is the same Prayut that endorsed a decree in October <a href=\"https:\/\/www.ifj.org\/media-centre\/news\/detail\/category\/press-releases\/article\/thailand-emergency-decree-restricts-press-freedom.html\" target=\"_blank\" rel=\"noreferrer noopener\">that banned publishing or broadcasting news<\/a> that could incite fear. This was the same military and monarchy backed decree that was issued at the <a href=\"https:\/\/www.bbc.com\/news\/world-asia-54548988\" target=\"_blank\" rel=\"noreferrer noopener\">height of pro-democracy and pro-reform protests<\/a> and widespread calls for Prayut\u2019s resignation.&nbsp;<\/p>\n\n\n\n<p>This is still the same regime that summoned dozens of reporters for \u201cattitude adjustment\u201d after the 2014 coup d\u2019\u00e9tat and issued orders under the now-defunct National Council for Peace and Order (NCPO) to prohibit media outlets from distributing information that might \u201caim to discredit\u201d the military-backed junta.&nbsp;<\/p>\n\n\n\n<p>Prayut\u2019s government, through the National Broadcasting and Telecommunications Commission (NBTC), suspended licenses <a href=\"https:\/\/www.khaosodenglish.com\/politics\/2017\/03\/27\/govt-orders-voice-tv-off-air-starting-midnight\/\" target=\"_blank\" rel=\"noreferrer noopener\">for media outlets<\/a> on <a href=\"https:\/\/ifex.org\/political-tv-talk-show-suspended-for-criticising-thailands-judiciary-and-military\/\" target=\"_blank\" rel=\"noreferrer noopener\">several different occasions<\/a>, claiming the content that \u201ccould lead to confusion, could provoke conflict, or could cause social division\u201d. It\u2019s unsurprising that Thailand\u2019s Press Freedom Index, issued by Reporters without Borders, plummeted four places from 2019 and 10 places from 2014 to <a href=\"https:\/\/rsf.org\/en\/thailand\" target=\"_blank\" rel=\"noreferrer noopener\">rank 140 out of 180 worldwide<\/a>.&nbsp; <\/p>\n\n\n\n<p>Prayut\u2019s behavior is in line with other notorious strongmen across Southeast Asia who have also had tumultuous relationships with the press. Rodrigo Duterte, the populist tyrant from the Philippines, like Prayut has targeted news outlets who have been critical of his national crackdown on narcotics. He recently called the national daily newspaper, the <em>Philippine Daily Inquirer<\/em> and broadcaster ABS-CBN \u201cshameless\u201d, <a href=\"https:\/\/www.nationthailand.com\/aec\/30320979\" target=\"_blank\" rel=\"noreferrer noopener\">\u201csons of whore journalists\u201d<\/a>. Later, ABS-CBN was <a href=\"https:\/\/www.nytimes.com\/2020\/07\/10\/world\/asia\/philippines-congress-media-duterte-abs-cbn.html\" target=\"_blank\" rel=\"noreferrer noopener\">forced off the air by Duterte<\/a>. He also suggested to journalists that they were <a href=\"https:\/\/time.com\/4353279\/duterte-philippines-journalists-assassination\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cnot exempted from assassination<\/a>\u201d after being asked how he would address the high murder rate for journalists nationwide.&nbsp;<\/p>\n\n\n\n<p>Cambodian Prime Minister Hun Sen has also had his fits with journalists, and recently endorsed a <a href=\"https:\/\/www.hrw.org\/news\/2020\/04\/02\/cambodia-emergency-bill-recipe-dictatorship\" target=\"_blank\" rel=\"noreferrer noopener\">draconian law cloaked under the Covid-19 crisis<\/a> that gives the government broad powers to monitor interpersonal communications and the power to restrict reporting by all national media outlets. While Human Rights Watch has <a href=\"https:\/\/www.hrw.org\/news\/2020\/11\/02\/cambodias-government-should-stop-silencing-journalists-media-outlets\" target=\"_blank\" rel=\"noreferrer noopener\">detailed a longer list of targeted journalists<\/a> by Hun Sen, most absurdly, journalist Sovann Rithy was <a href=\"https:\/\/www.voacambodia.com\/a\/online-journalist-convicted-and-given-suspended-sentence-for-quoting-hun-sen-\/5609194.html\" target=\"_blank\" rel=\"noreferrer noopener\">convicted in October last year<\/a> <a href=\"https:\/\/www.voacambodia.com\/a\/online-journalist-convicted-and-given-suspended-sentence-for-quoting-hun-sen-\/5609194.html\" target=\"_blank\" rel=\"noreferrer noopener\">of incitement and given a suspended 18-month sentence<\/a> for quoting comments made by the prime minister.<\/p>\n\n\n\n<p>The normalisation of Prime Minister Prayut\u2019s antics should be of considerable interest to the media, yet part of its natural turn to other stories is guided by cognition. Normalisation is subjective. Human beings are wired to accept both the positive and negative aspects of events. <a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/0093650215570653\" target=\"_blank\" rel=\"noreferrer noopener\">Studies have shown <\/a>that we can be influenced by events, whether in film, television or in reality and that the impressions made can alter what was previously unacceptable.&nbsp;<\/p>\n\n\n\n<p>Our perception of what is normal can also gradually shift, sometimes aided by the colourful language of politicians, spokespersons, or the media themselves.
