In a way, 2022 has been much like the previous year\u2013particularly in the maddening context of Myanmar, where Brunei, the previous chair stumbled to the finish line after largely failed diplomacy after the February 2021 coup. In other ways, Brunei\u2019s shepherding of the ill-fated\u00a0<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/aseans-five-point-peace-agreement-crisis-myanmar-2022-02-17\/\">Five-Point Consensus (FPC)<\/a>\u00a0and the creation of the ASEAN Special Envoy wasn\u2019t Cambodia\u2019s fault; Hun Sen inherited the mess. And the Security Council, already negligent on its normative duties,\u00a0<a href=\"https:\/\/www.securitycouncilreport.org\/atf\/cf\/%7B65BFCF9B-6D27-4E9C-8CD3-CF6E4FF96FF9%7D\/s_prst_2021_5.pdf\">punted to ASEAN as early as March of 2021<\/a>.<\/p>\n\n\n\n<p>Even if Hun Sen relished the international spotlight, Cambodia wasn\u2019t exactly ready to shine. While most ASEAN states were leaning toward condemnation of the coup and essentially&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2021\/10\/26\/asean-summit-begins-without-myanmar-after-top-generals-exclusion\">blocked Myanmar\u2019s presence<\/a>&nbsp;at the ASEAN Summit in October 2021, Hun Sen tried to bring the military junta\u2019s leadership back into the ASEAN circle by directly engaging the junta\u2019s appointed minister of foreign affairs, Wunna Maung Lwin, back in December. He next announced that he would personally&nbsp;<a href=\"https:\/\/www.japantimes.co.jp\/news\/2022\/01\/09\/asia-pacific\/politics-diplomacy-asia-pacific\/cambodia-myanmar-asean\/\">visit Myanmar<\/a>&nbsp;to meet with coup leader Gen. Min Aung Hlaing, giving Myanmar a thin layer of legitimacy. An already frustrated and persecuted Burmese public protested, torching images of Hun Sen, and&nbsp;<a href=\"https:\/\/www.asahi.com\/ajw\/articles\/14518032\">chanting vulgar slogans in anger<\/a>. All the while, Hun Sen&nbsp;<a href=\"https:\/\/cambodianess.com\/article\/give-cambodia-a-chance-pm-hun-sen-says-ahead-of-visit-to-myanmar\">bristled<\/a><a href=\"https:\/\/cambodianess.com\/article\/give-cambodia-a-chance-pm-hun-sen-says-ahead-of-visit-to-myanmar\">&nbsp;at criticism<\/a>, telling critics, \u201cPlease do not bother me. Give me a chance to solve the issue.\u201d He did no such thing.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><a href=\"https:\/\/www.geopoliticalmonitor.com\/hun-sen-has-sealed-cambodias-asean-chairmanship-as-a-failure\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"71\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2020\/09\/gpm-logo-e1629163176518.png?resize=300%2C71\" alt=\"Geopolitical Monitor\" class=\"wp-image-4154\"\/><\/a><figcaption>As featured in the <strong><a href=\"https:\/\/www.geopoliticalmonitor.com\/hun-sen-has-sealed-cambodias-asean-chairmanship-as-a-failure\/\" target=\"_blank\" rel=\"noreferrer noopener\">Geopolitical Monitor<\/a><\/strong>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p>Hun Sen is not a patient man, nor has Cambodia\u2019s tenure as ASEAN chair engendered any of that virtue. Critics have long seen the Tatmadaw\u2019s brutality used on its own people, and the&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-62287815\">execution of four democratic activists<\/a>, including an ex-Member of Parliament gave Hun Sen no clue. His&nbsp;<a href=\"https:\/\/www.irrawaddy.com\/news\/burma\/myanmar-junta-rejects-cambodias-plea-not-to-execute-activists.html\">pleas for their lives<\/a>, calling it a \u201cgreat concern among the members of the Association of Southeast Asian Nations (ASEAN) and its external partners,\u201d fell on deaf ears. Hun Sen\u2019s own&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2022-09-15\/cambodia-treason-trial-mu-sochua-plot\/101445832\">mass trials of activists<\/a>&nbsp;accused of treason for allegedly attempting to overthrow his government are just a stone\u2019s throw away from the same arbitrary tactics employed by Myanmar\u2019s junta.<\/p>\n\n\n\n<p>His personal brand of diplomacy hasn\u2019t moved events in any direction, despite sending his own special envoy to Myanmar twice. In the March 2022 meeting, the special envoy, Prak Sokhonn,&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2022\/3\/22\/asean-envoy-meets-generals-in-controversial-myanmar-visit#:~:text=Prak%20Sokhonn%2C%20special%20envoy%20for,a%20coup%20in%20February%202021.\">aimed to smooth humanitarian cooperation<\/a>, but that too ended in failure. Instead, again, the meeting was extensively covered by the local&nbsp;<em>Global Light of Myanmar<\/em>&nbsp;propaganda paper, giving Min Aung Hlaing another layer of legitimacy.<\/p>\n\n\n\n<p>Even when there was some agreement there was doubt about the end result or the prospect of any success. In October, Cambodia announced that junta leader Min Aung Hlaing would not be invited to the&nbsp;<a href=\"https:\/\/asean2022.mfaic.gov.kh\/meeting\/2022-11-0840TH-AND-41ST-ASEAN-SUMMITS-AND-RELATED-SUMMITS\">ASEAN Summit<\/a>&nbsp;held in Phnom Penh. Instead, a \u201cnon-political representative\u201d would be invited because of Myanmar\u2019s failure to implement any of the FPC that had been negotiated many months earlier back in April of 2021. But even that rejection was bittersweet, as it revealed indecisiveness among ASEAN members, with more aggressive members like Malaysia and Singapore supporting exclusion, while other states held their cards close. Further, while there were calls to reject the junta from meetings, Cambodia has<a href=\"https:\/\/www.frontiermyanmar.net\/en\/asean-is-frustrated-by-the-junta-but-how-far-is-it-willing-to-go\/\">&nbsp;shown little regard<\/a>&nbsp;for working with the National Unity Government (NUG).<\/p>\n\n\n\n<p>Most recently, as violence in Myanmar continues unabated, where a&nbsp;<a href=\"https:\/\/thediplomat.com\/2022\/10\/myanmar-military-defends-deadly-airstrike-in-kachin-state\/\">deadly air strike<\/a>&nbsp;on a civilian gathering in Kachin State killed as many as 50 innocent people, Hun Sen found yet another way to set the wrong tone. As chair, Cambodia sent out a statement&nbsp;<a href=\"https:\/\/twitter.com\/PeacePalaceKH\/status\/1584918572492783616\/photo\/1\">\u201ccalling for utmost restraint,\u201d<\/a>&nbsp;but found a way to avoid mentioning the junta by name, instead signaling out \u201cone in particular with significant power on the ground\u201d to find a peaceful solution. The statement drew significant criticism from the international community.<\/p>\n\n\n\n<p>Cambodia\u2019s failure likely puts ASEAN\u2019s beleaguered diplomacy into the hands of Indonesia, which takes the reins next year. The feeling that joint diplomacy isn\u2019t working and a divided ASEAN will only prolong the grip of Min Aung Hlaing on power has grown significantly. Indonesia and Singapore have pushed in the past&nbsp;<a href=\"https:\/\/www.rfa.org\/english\/news\/myanmar\/bars-10152021185940.html\">to block Myanmar<\/a>&nbsp;from all forms of participation, while those with special relationships with Myanmar\u2019s generals, like Thailand, have been largely silent.<\/p>\n\n\n\n<p>With the G20 and APEC on the horizon in November, Myanmar will again be jolted from the headlines, as the Ukraine war will likely be on the agenda at both gatherings. Inattention, a tone-deaf approach, failed diplomacy, and the temerity to think that a regional crisis could be solved by Hun Sen alone, have sealed Cambodia\u2019s 2022 ASEAN chairmanship as a complete and unmitigated failure.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Cambodian Prime Minister Hun Sen\u2019s time as the ASEAN chair is running out.
