Photo Credit: Ng Han Guan \/ AP.<br><\/figcaption><\/figure>\n\n\n\n<p class=\"has-drop-cap\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">R<\/mark><\/strong>ecent reports of Uyghur Muslims,&nbsp;<a href=\"https:\/\/www.france24.com\/en\/live-news\/20221028-forgotten-uyghurs-locked-up-in-thailand-face-hell-on-earth\">wilting away in Thai detention facilities<\/a>, bring back memories \u2013 and not good ones, as they serve as reminders of Thailand\u2019s past mistakes of kowtowing to China. The ethnic minority, originating from China\u2019s western region of Xinjiang, has been the subject of many&nbsp;<a href=\"https:\/\/newlinesinstitute.org\/uyghurs\/the-uyghur-genocide-an-examination-of-chinas-breaches-of-the-1948-genocide-convention\/\">reports by human rights organizations<\/a>, most recently the&nbsp;<a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/countries\/2022-08-31\/22-08-31-final-assesment.pdf\">long-awaited and much-delayed report<\/a>&nbsp;by the Office of the United Nations High Commissioner on Human Rights (OHCHR), which detailed violations of grave abuses, from torture and forced labor to mass arbitrary detention in internment camps.<\/p>\n\n\n\n<p>For years, many of China\u2019s Uyghurs&nbsp;<a href=\"https:\/\/www.aljazeera.com\/features\/2018\/9\/10\/escape-from-xinjiang-muslim-uighurs-speak-of-china-persecution\">fled the Xinjiang region<\/a>&nbsp;to escape persecution, with many crossing into mainland Southeast Asia. However, many of those who traveled by land across southern China and Myanmar into Thailand have ended up in detention centers, with the constant threat of being sent back to China by the Thai government. Reports suggest that as many as 50-60 Uyghurs are currently being held across the country. Back in June, human rights groups&nbsp;<a href=\"https:\/\/www.voanews.com\/a\/rights-groups-urge-thailand-not-to-force-captive-uyghurs-back-to-china-\/6637800.html\">urged the Thai government<\/a>&nbsp;not to send any of these people back to China. Here, however, the past is likely a prologue of future events.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><a href=\"https:\/\/thediplomat.com\/2022\/11\/thailands-troubling-history-with-the-uyghurs\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"65\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2021\/09\/TheDiplomatlogo-e1630482037575.png?resize=300%2C65\" alt=\"\" class=\"wp-image-4989\"\/><\/a><figcaption class=\"wp-element-caption\">As featured in <strong><a href=\"https:\/\/thediplomat.com\/2022\/11\/thailands-troubling-history-with-the-uyghurs\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Diplomat<\/a><\/strong>. <\/figcaption><\/figure>\n<\/div>\n\n\n<p>Thailand\u2019s ongoing issues with the Uyghurs currently in detention are partly due to two reasons: its decades-long difficulties with its own Muslim population, and its habit of deferring to China on issues it deems unimportant to its own national security. The saga of more than&nbsp;<a href=\"https:\/\/www.rfa.org\/english\/news\/uyghur\/thailand-03132014183027.html\">200 Uyghur Muslims<\/a>, detained from a human trafficking camp in the southern Thai province of Songkhla in 2014 is illustrative of these tendencies.<\/p>\n\n\n\n<p>Similar to recent events, those detained feared deportation and international agencies such as the U.N. refugee agency warned Thailand to err on the side of caution and to uphold its obligations under international law. But, in July 2015, Prime Minister Prayut Chan-o-cha\u2019s government&nbsp;<a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/618344\/govt-confirms-deportation-of-109-uighurs-to-china\">deported 109 Uyghurs<\/a>&nbsp;at China\u2019s request. Prayut\u2019s&nbsp;<a href=\"https:\/\/www.uyghurcongress.org\/en\/activists-slam-thailands-repatriation-of-uighurs-to-china\/\">response was ice cold<\/a>, nearly denying that Thailand was returning the group to China, noting that it wasn\u2019t Thailand\u2019s problem, and asking rhetorically, \u201c[Do] you want us to keep them for ages until they have children for three generations?\u201d<\/p>\n\n\n\n<p>The response from the international community was tough but predictable and also unnerved minority communities in both Thailand and Turkey. Violent&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-33457401\">clashes erupted<\/a>&nbsp;in Istanbul and Ankara, Turkey. Thailand temporarily&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-33474720\">closed its embassy<\/a>. Prayut was cautious not to disrupt bilateral relations with Turkey or China and was less concerned about the safety of the Uyghurs after deportation,&nbsp;<a href=\"https:\/\/www.nytimes.com\/2015\/07\/10\/world\/asia\/thailand-deports-uighur-migrants-to-china.html\">telling reporters<\/a>, \u201cIf we send them back and there is a problem, that is not our fault.\u201d<\/p>\n\n\n\n<p>Thailand\u2019s disregard for the safety of those it has deported reflects the treatment of its own Malay-Muslim population in its southern provinces. Complaints about how Thai security forces have treated those it believes are involved in its southern insurgency are commonplace. The&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2016\/11\/23\/thailand-investigate-alleged-army-torture\">2016 case of Eroheng Salilatae<\/a>, who was brutally beaten by soldiers after his house in Pattani was raided by the Royal Thai Army\u2019s 43rd Taharn Pran Unit, who allegedly punched and kicked him, demanding that he confess to providing a hiding place for insurgents and being the owner of two AK-47 assault rifles that soldiers claimed they found outside his home. During interrogation, they struck him in the chest with rifle butts. Equally common is the complaint that the heavy-handed Thai government treats its Muslim population as&nbsp;<a href=\"https:\/\/www.voanews.com\/a\/thailand-s-restive-south-hit-by-wave-of-arson-and-bombings-\/6704935.html\">second-class citizens<\/a>, which fuels political and social unrest.<\/p>\n\n\n\n<p>Whether it was appeasement of Beijing or disregard for human life, it caused short-term damage to Thailand\u2019s internal security. In August 2015, a bomb exploded at the Erawan Shrine in Central Bangkok which killed 20 people and injuring more than 100. But Thailand&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-37091825\">botched the investigation<\/a>, and in true fashion, attempted to place the&nbsp;<a href=\"https:\/\/asia.nikkei.com\/Politics\/Muslim-insurgents-suspected-in-connection-with-Thai-bombings\">blame on insurgents<\/a>&nbsp;in its southern provinces. It even tried to blame groups linked to former Prime Minister Thaksin Shinawatra. While two Uyghurs, Yusufu Meerailee and Adem Karadag, were accused by Thai authorities of smuggling Uyghurs seeking asylum, their trials are still ongoing, and they have&nbsp;<a href=\"https:\/\/www.benarnews.org\/english\/news\/thai\/suspects-talk-01172022122028.html\">described conditions<\/a>&nbsp;in a Thai military prison as \u201cdeplorable.\u201d<\/p>\n\n\n\n<p>Like this or the current situation concerning another group of Uyghur asylum seekers, an equal case can be made for Thailand\u2019s accommodation of Beijing. It is simply willing to tolerate illegitimate actions and internal threats to its own internal security in favor of policy decisions that accommodate China, which in turn gives Thailand more autocratic space. Other examples include the unexplained&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-34782266\">kidnapping and removal<\/a>&nbsp;of a Hong Kong book publisher from the Southern city of Pattaya in 2015 or the&nbsp;<a href=\"https:\/\/www.cnbc.com\/2016\/10\/04\/thai-authorities-detain-hong-kong-activist-joshua-wong-at-chinas-request.html\">deportation of activist Joshua Wong<\/a>&nbsp;the following year.ADVERTISEMENT<\/p>\n\n\n\n<p>Accommodation or bending to the interests of the Chinese government is not only a problem in Thailand. Uyghurs have found themselves deported from other countries in Southeast Asia as well \u2013 even from predominantly Muslim countries, who fear reprisals from Beijing if they do not comply. Indonesia recently&nbsp;<a href=\"https:\/\/www.rfa.org\/english\/news\/uyghur\/indonesia-deportation-09272022163451.html\">deported an Uyghur terror suspect in September<\/a>, as well as three other Uyghur men who were released from custody. Beijing even paid their court fees.<\/p>\n\n\n\n<p>Malaysia, in the past, has&nbsp;<a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2020-09-04\/malaysia-wont-extradite-uighurs-to-china-minister-says\">refused to extradite Uyghur refugees<\/a>&nbsp;despite calls from China to do so. It freed 11 Uyghurs from prison in 2019 and&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2018\/10\/12\/malaysia-ignores-chinas-request-frees-11-ethnic-uighurs\">sent them to Turkey instead<\/a>. And in a move to appease its own population, it announced a partnership with the International Institute of Islamic Thought and Civilization to study China\u2019s violation of human rights. But it\u2019s not all good. It also&nbsp;<a href=\"https:\/\/thediplomat.com\/2019\/07\/which-countries-are-for-or-against-chinas-xinjiang-policies\/\">refused in 2019 to sign a letter<\/a>&nbsp;to the OHCHR condemning the Chinese mass detention of Uyghurs. Indonesia was no better. In early October, it was among members of the U.N. Human Rights Council&nbsp;<a href=\"https:\/\/www.rfa.org\/english\/news\/uyghur\/un-china-vote-10072022173135.html\">to block discussion<\/a>&nbsp;of the much-delayed OHCHR Report on human rights abuses in Xinjiang.<\/p>\n\n\n\n<p>While the report has dispensed with the notion that China\u2019s abuses of its Uyghur population are anything less than egregious violations of human rights, the long-term trend in Southeast Asia, emphasized by Thailand\u2019s lengthy history of appeasement and disregard for Uyghur Muslims detained in its care, is negative. Thailand is too worried about the&nbsp;<a href=\"https:\/\/www.bangkokpost.com\/business\/2403685\/high-hopes-for-1-5m-chinese-tourists\">potential return of millions of Chinese tourists<\/a>in the short term to be overly concerned with the present group of Muslim minorities.
