Indian Prime Minister Narendra Modi\u2019s government has already\u00a0<a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=1874524\" target=\"_blank\" rel=\"noreferrer noopener\">unveiled the theme<\/a>\u00a0for its presidency, \u201c<em>Vasudhaiva Kutumbakam<\/em>\u201d or \u201cOne Earth One Family One Future,\u201d indicative of an environmentally-conscious approach. India\u2019s approach will revolve around several key thematic areas, including sustainable growth, digital infrastructure, climate finance, food security, green energy, and combating transnational crime. Some of these thematic areas will prove consequential in New Delhi\u2019s ability to make a mark at the world stage, but they will also pose unique challenges.<\/p>\n\n\n\n<p>India&#8217;s G20 presidency looks to focus on issues such as green development, lifestyle for environment (LiFE),&nbsp;<a href=\"https:\/\/www.hindustantimes.com\/india-news\/indias-g20-presidency-will-focus-on-bridging-the-digital-divide-pm-modi-101668580335691.html\" target=\"_blank\" rel=\"noreferrer noopener\">digital transformation<\/a>, inclusive growth, the need for reformed twenty-first-century institutions, and more importantly, a&nbsp;<a href=\"https:\/\/www.hindustantimes.com\/editorials\/india-the-voice-of-global-south-101667926008941.html\" target=\"_blank\" rel=\"noreferrer noopener\">greater voice for the Global South<\/a>&nbsp;in issues of international economic cooperation On all these concerns, the incoming G20 Troika comprising Indonesia, Brazil, and India seem to be apt partners.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/nationalinterest.org\/feature\/what-expect-india%E2%80%99s-g20-presidency-205903\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2022\/04\/nationalinterestlogo.png?resize=263%2C144\" alt=\"\" class=\"wp-image-5371\" width=\"263\" height=\"144\"\/><\/a><figcaption class=\"wp-element-caption\">As featured in <strong><a href=\"https:\/\/nationalinterest.org\/feature\/what-expect-india%E2%80%99s-g20-presidency-205903\" target=\"_blank\" rel=\"noreferrer noopener\">The National Interest<\/a><\/strong>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p>During its presidency, India is likely to focus on issues that can provide opportunities for capacity building and leadership, including food and energy security. India\u2019s emphasis on the urgent need to achieve peace in Ukraine is intrinsically tied to its global vision as well as its energy needs. During the COVID-19 pandemic, India proved its&nbsp;<a href=\"https:\/\/economictimes.indiatimes.com\/news\/india\/food-grains-shouldnt-go-the-way-of-covid-vaccines-india-at-un\/articleshow\/91655419.cms\" target=\"_blank\" rel=\"noreferrer noopener\">capability to provide food grains and medicine<\/a>&nbsp;to the world. At the institutional level, it will look to the G20 to seek greater inclusivity, while still seeking support from other members of the G20 on external factors such as the resilience of supply chains for sustaining the usefulness of its capacity in crises.<\/p>\n\n\n\n<p>Another focus area of its G20 leadership year will be digital technology. Domestically, it seeks to increase the use, reach, and&nbsp;<a href=\"https:\/\/health.economictimes.indiatimes.com\/news\/industry\/digital-healthcare-is-key-to-empowering-citizens\/90701904\" target=\"_blank\" rel=\"noreferrer noopener\">productivity of digital technology in health<\/a>, citizen participation, and government outreach in services. Externally, the use of digital technology could boost India\u2019s global governance architecture, expand exports, and extend capacities like medical diplomacy to continents like Africa and Latin America.<\/p>\n\n\n\n<p>At the heart of India\u2019s G20 strategy lies reforming multilateral institutions, to which its leadership of the G20 provides a stepping stone. All G4 members are also part of the G20 through which they will be looking at expanding the scope of reformed multilateralism. India has a chance to push the envelope during its leadership by building a firmer Global South consensus. Here again, the role of the incoming Troika could prove critical.<\/p>\n\n\n\n<p>India has already taken a few steps to sync its objectives as the G20 president with purposeful leadership. Modi\u2019s&nbsp;<a href=\"https:\/\/www.pmindia.gov.in\/en\/news_updates\/pm-launches-mission-life-at-statue-of-unity-in-ekta-nagar-kevadia-gujarat\/\" target=\"_blank\" rel=\"noreferrer noopener\">launch of the LiFE initiative<\/a>, along with the United Nations (UN) head in Kevadia,Gujrat this October was a step to support India\u2019s climate leadership and national green goals. Despite these steps, India\u2019s climate change leadership will be as much of a test as it will be an opportunity. The most recent UN Intergovernmental Panel on Climate Change (IPCC) report warned that India will likely face climate-related disasters&nbsp;<a href=\"https:\/\/www.dw.com\/en\/ipcc-depicts-unfolding-climate-emergency\/a-60938009\" target=\"_blank\" rel=\"noreferrer noopener\">over the course of the next two decades<\/a>. A report earlier this year presented a bleak picture: India is reportedly at risk of 35 million people being affected by annual coastal flooding, and 40 percent of the population living with chronic water scarcity by 2050. India must corral the world\u2019s wealthiest nations to reduce greenhouse gasses dramatically before 2030 or it will force India and developing nations to turn immediately to disaster and climate adaptation strategies rather than mitigation and prevention ones.<\/p>\n\n\n\n<p>The problem for India is its habit of sending mixed messages. At COP26 in Scotland last year, Modi announced that India would\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/world\/india-surprises-cop26-climate-summit-2070-target-net-zero-emissions-n1282933\" target=\"_blank\" rel=\"noreferrer noopener\">attempt to zero carbon emissions by 2070<\/a>. At first glance that was surprising and welcomed by many. But later, as India\u00a0<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2022-08\/India%20Updated%20First%20Nationally%20Determined%20Contrib.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">submitted its nationally-determined contributions<\/a>\u00a0 (NDCs) to the United Nations, disappointment set in. While there are two targets for 2030, which include reducing emissions per unit of GDP by 45 percent and increasing solar, wind, nuclear, and hydropower to half of India\u2019s capacity, rapidly growing economies like India\u2019s, can both reduce emissions per share of GDP and still increase overall emissions.<\/p>\n\n\n\n<p>A&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14693062.2021.1970504\" target=\"_blank\" rel=\"noreferrer noopener\">2021 study<\/a>&nbsp;showed that of G20 states, just India and Indonesia have a \u201cfair share\u201d (of emission reduction) range that is higher in 2030 than their 2010 emissions, while India has a range higher than its present level. The problem is that to reach the 1.5-degree threshold set by the Paris Agreement, global emissions will need to be well below the 2010 levels. With so many G20 states increasing emissions over the 2010 levels, the pressure is on India to push G20 countries back to the Paris-negotiated mark. While India has been praised for being the&nbsp;<a href=\"https:\/\/www.dw.com\/en\/india-only-g20-nation-doing-its-fair-share-to-meet-2-degree-goal-report\/a-55657420\" target=\"_blank\" rel=\"noreferrer noopener\">only G20 country to achieve climate mitigation targets<\/a>&nbsp;without external help, it will need to push developed countries to assist developing countries to advance financing and mitigation efforts, while becoming a model for developing economies to follow.<\/p>\n\n\n\n<p>Food security presents another challenge for India. Food security is a grave concern for the world considering advancing climate change-related threats, aggravated by the near-term&nbsp;<a href=\"https:\/\/www.wfp.org\/publications\/war-ukraine-drives-global-food-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">challenges posed by the ongoing war in Ukraine<\/a>. Although India has demonstrated how it moved from a \u201cfood-deficit\u201d country to a \u201cfood-surplus\u201d country, it is conscious that external challenges could threaten or undo this transition very rapidly. While India is food sufficient, the World Food Programme notes that India has large numbers of its population living in abject poverty&nbsp;<a href=\"https:\/\/www.wfp.org\/countries\/india\" target=\"_blank\" rel=\"noreferrer noopener\">and being extremely food insecure<\/a>, with more than 21 percent living on less than $1.90 per day. As such, India\u2019s insistence at the Bali Summit this year on talking about food security in the same breath as fertilizer security is understandable. As Modi&nbsp;<a href=\"https:\/\/www.business-standard.com\/article\/economy-policy\/today-s-fertilizer-shortage-is-tomorrow-s-food-crisis-pm-modi-at-g-20-122111501216_1.html\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;at this year\u2019s G20, today\u2019s fertilizer crisis is tomorrow\u2019s food crisis.<\/p>\n\n\n\n<p>The more immediate challenge for India, however, will be to prevent the G20\u2014fundamentally a geo-economic body\u2014from becoming a geopolitical one. Its leadership comes at an inflection point of the country\u2019s rise, as the fifth-largest economy in the world earlier this year, is poised to&nbsp;<a href=\"https:\/\/timesofindia.indiatimes.com\/business\/india-business\/india-to-beat-germany-as-4th-largest-eco-by-fy26\/articleshow\/95215519.cms\" target=\"_blank\" rel=\"noreferrer noopener\">become<\/a>&nbsp;the fourth-largest by 2025-26.
