First, U.S President Joe Biden decided to skip the gathering of Southeast Asian states for the G-20 Summit hosted by India and a visit to Vietnam, and Chinese President Xi Jinping will be represented by Premier Li Qiang. But for Thailand, a founding member of the 10-member grouping, the absence of new Prime Minister Srettha Thavisin represents more than just absenteeism. It is the first foreign policy mistake of his days-old administration.<\/p>\n\n\n\n<p>According to the Thai government, Srettha\u2019s absence was related to&nbsp;<a href=\"https:\/\/thainews.prd.go.th\/en\/news\/detail\/TCATG230904132341653\">an appearance with his Cabinet before King Vajiralongkorn<\/a>, followed by a Parliamentary address. Instead, Thailand has been represented by the new Foreign Minister Dr. Panpree Phahitthanukorn, who on the surface, is an upgrade from the problematic junta-era tenure of&nbsp;<a href=\"https:\/\/www.geopoliticalmonitor.com\/thailands-outgoing-government-disgraces-itself-one-last-time-on-myanmar\/\">Don Pramudwinai<\/a>, as when he was a key advisor to Pheu Thai, he was&nbsp;<a href=\"https:\/\/www.thaiexaminer.com\/thai-news-foreigners\/2023\/06\/23\/foreign-minister-don-pramudwinai-defends-talks-with-myanmar\/\">quick to criticize<\/a>&nbsp;the previous government\u2019s less-than transparent attempts at diplomacy. However, now faced with the realities of an awkward coalition government, it is unlikely that Thailand will make the policy adjustments needed to address ASEAN\u2019s crisis of relevance amid its failure to resolve the ongoing conflict in Myanmar.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><a href=\"https:\/\/thediplomat.com\/2023\/09\/sretthas-first-foreign-policy-mistake-passing-on-the-asean-summit\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"65\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2021\/09\/TheDiplomatlogo-e1630482037575.png?resize=300%2C65\" alt=\"\" class=\"wp-image-4989\"\/><\/a><figcaption class=\"wp-element-caption\">As featured in <strong><a href=\"https:\/\/thediplomat.com\/2023\/09\/sretthas-first-foreign-policy-mistake-passing-on-the-asean-summit\/\">The Diplomat<\/a><\/strong>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p>There are many reasons for this. First, Srettha is attempting to smooth over relations with Thailand\u2019s military, which has maintained its long-standing policy of \u201cconstructive engagement\u201d with the junta\u2019s State Administration Council (SAC) and coup leader Senior Gen. Min Aung Hlaing. Shortly after being sworn in, the Thai prime minister met with the military to&nbsp;<a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2641234\/thailand-to-hold-us-security-talks-pm-says-as-he-skips-asean\">\u201cbridge the divide\u201d<\/a>&nbsp;between the public and the armed forces, one that widened during Prayut Chan-o-cha\u2019s almost ten years at the helm. Srettha was quoted as saying the military \u201chas done many good things\u201d \u2013 a gesture of goodwill \u2013 but he also has to deal with the&nbsp;<a href=\"https:\/\/www.bnnbloomberg.ca\/prayuth-makes-key-military-appointments-before-leaving-office-1.1965543\">incoming group of military leaders<\/a>&nbsp;handpicked by Prayut during his final days in office.<\/p>\n\n\n\n<p>That internal diplomacy, however, costs Thailand the opportunity to undertake foreign policy initiatives that would set it back in line with the rest of the international community. In the past, the foreign policy of Srettha\u2019s Pheu Thai Party was much more cooperative, often exploring avenues to improve bilateral ties with ASEAN neighbors and firm up its status in&nbsp;<a href=\"https:\/\/www.mfa.go.th\/en\/content\/5d5bcc8115e39c306000c173?cate=5d5bcb4e15e39c3060006832\">regional groupings like ACMECS<\/a>. A more pragmatic Pheu Thai is likely to pass on the opportunity to distinguish itself from the junta-era position and join the other four founding members of ASEAN in establishing a firmer line toward the regime in Naypyidaw. Some of this resistance likely comes from reservations over comments made by leader Pita Limjaroenrat of the Move Forward Party, which is now in opposition despite winning May\u2019s general election,&nbsp;<a href=\"https:\/\/www.thaipbsworld.com\/myanmar-puts-troops-on-alert-after-move-forwards-statement\/\">who promised a reversal of Thailand\u2019s Myanmar policy<\/a>. That prompted a firm response from the junta \u2013 and likely rattled Thai elites who have vested interests in maintaining the diplomatic status quo.<\/p>\n\n\n\n<p>Because of internal diplomacy and compromise with the more military-friendly Bhumjaithai and Palang Pracharath parties, the twin humanitarian and refugee crises along the country\u2019s border with Myanmar will continue, both for embattled Rohingya Muslims from Rakhine State and anti-junta forces&nbsp;<a href=\"https:\/\/www.benarnews.org\/english\/news\/thai\/activists-detained-03232023172322.html\">seeking refuge in the Kingdom<\/a>. This also means that the era of non-transparent&nbsp;<a href=\"https:\/\/www.geopoliticalmonitor.com\/hun-sen-has-sealed-cambodias-asean-chairmanship-as-a-failure\/\">\u201ccowboy diplomacy,\u201d<\/a>&nbsp;as Cambodia undertook during its ASEAN chairmanship in 2022, will continue and low-profile meetings between Thai and Burmese military officers will remain commonplace.<\/p>\n\n\n\n<p>Despite many public statements expressing Thailand\u2019s&nbsp;<a href=\"https:\/\/thaiembdc.org\/thailand-and-asean\/#:~:text=Thailand's%20Contribution%20to%20ASEAN&amp;text=Thailand%20attaches%20great%20importance%20to,and%20prosperity%20in%20the%20region.\">confidence in ASEAN<\/a>&nbsp;as a \u201ccornerstone\u201d of its foreign policy, its efforts to promote peace have been lackluster and have contributed to the bloc\u2019s current existential predicament. Part of ASEAN\u2019s crisis can be blamed on a lack of attention paid to it by the United States, which sent Vice President Kamala Harris to this week\u2019s summit in President Joe Biden\u2019s place, but also&nbsp;<a href=\"https:\/\/thediplomat.com\/2022\/11\/the-cost-of-bidens-apec-absence\/\">punted on the APEC Summit<\/a>&nbsp;hosted last year in Thailand.<\/p>\n\n\n\n<p>However, Bangkok cannot afford to let ASEAN weaken as an institution. While its credentials as a forum for diplomacy have been questioned, its economic community is too big and too important to fail, as the bloc requires substantial relations with the European Union, the United States, and the U.K, all of which have imposed sanctions against the military junta in Myanmar.
