Running on a firm pro-China \u201cIndia Out\u201d platform, Muizzu has taken deliberate steps to lessen the island nation\u2019s dependence on New Delhi. This includes expanding\u00a0<a href=\"https:\/\/presidency.gov.mv\/Press\/Article\/29645\" target=\"_blank\" rel=\"noreferrer noopener\">healthcare\u00a0<\/a>coverage beyond India to include the United Arab Emirates and Thailand and increasing\u00a0<a href=\"https:\/\/presidency.gov.mv\/Press\/Article\/29644\" target=\"_blank\" rel=\"noreferrer noopener\">agricultural trade<\/a>\u00a0with Beijing, most notably in critical staples like rice, sugar, and flour.<\/p>\n\n\n\n<p class=\"\">But as benign or pragmatic as these moves may appear, Muizzu\u2019s other anti-India moves may appear to have serious security consequences, but this narrative can be deceiving.<\/p>\n\n\n\n<p class=\"\">Much like Sri Lanka, another South Asian island nation just off India\u2019s coast, the Maldives has been the target of aggressive yet persuasive Chinese infrastructure diplomacy. The Chinese<a href=\"https:\/\/maldivesindependent.com\/business\/feydhoo-finolhu-leased-to-chinese-company-for-us4m-127572\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;leased Feydhoo Finolhu Island until 2066 for just $4 million<\/a>, planning to increase the size of the island three-fold. However, Beijing\u2019s purpose is still not entirely known. China is now the largest&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/maldives-president-courts-investors-china-ties-with-india-sag-2024-01-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">creditor<\/a>&nbsp;to the Maldives at $1.37 billion or twenty percent of public debt, well ahead of both Saudi Arabia and India.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/nationalinterest.org\/feature\/despite-maldives%E2%80%99-embrace-china-india%E2%80%99s-sphere-influence-remains-intact-208891\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"802\" height=\"438\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2022\/04\/nationalinterestlogo.png?resize=802%2C438\" alt=\"\" class=\"wp-image-5371\" style=\"width:241px;height:auto\"\/><\/a><figcaption class=\"wp-element-caption\">As featured in <strong><a href=\"https:\/\/nationalinterest.org\/feature\/despite-maldives%E2%80%99-embrace-china-india%E2%80%99s-sphere-influence-remains-intact-208891\">The National Interest<\/a><\/strong>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"\">Further, the rift between India and the Maldives has resulted in Muizzu<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/maldives-calls-withdrawal-indian-troops-by-march-15-2024-01-14\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;calling for the withdrawal<\/a>&nbsp;of the seventy-seven Indian troops stationed in the archipelago by March 15. The Indian personnel have been stationed there since Mohamed Nasheed\u2019s presidency in&nbsp;<a href=\"https:\/\/indianexpress.com\/article\/explained\/explained-global\/why-are-indian-soldiers-in-maldives-9109278\/\" target=\"_blank\" rel=\"noreferrer noopener\">2010<\/a>. Nasheed, who had much more robust relations with India, recently condemned remarks by Maldivian Youth Empowerment Minister Mariyam Shiuna, who called Indian Prime Minister Narendra Modi a \u201c<a href=\"https:\/\/timesofindia.indiatimes.com\/gadgets-news\/how-israel-responded-to-boycottmaldives-hashtag-on-x\/articleshow\/106671872.cms\" target=\"_blank\" rel=\"noreferrer noopener\">clown,\u201d \u201cterrorist,\u201d and \u201cpuppet of Israel<\/a>,\u201d in part an overreaction to Modi\u2019s early January visit to India\u2019s own beaches in Lakshadweep, which prompted calls for tourism boycotts by Indian nationals.<\/p>\n\n\n\n<p class=\"\">It is likely, however, that the economic impact of this row will be short-lived, as economic dependence is a long-term consideration for the Maldives, and Indian public reactions to criticisms of Modi are often fleeting. India remains the&nbsp;<a href=\"https:\/\/travel.economictimes.indiatimes.com\/news\/destination\/international\/indians-top-maldives-tourist-arrival-figures-over-2-l-visited-island-nation-annually\/106650418\" target=\"_blank\" rel=\"noreferrer noopener\">top supplier of tourists<\/a>&nbsp;to Maldivian beaches, while&nbsp;<a href=\"https:\/\/www.deccanherald.com\/opinion\/india-maldives-row-coercive-diplomacy-often-backfires-2846305\" target=\"_blank\" rel=\"noreferrer noopener\">Indian airlines<\/a>&nbsp;run most flights to and from the two countries. Consequently, if turmoil in the medium-term has major disruptions to economic stability in the Maldives, Muizzu\u2019s anti-India agenda could quickly run afoul of a beleaguered public.<\/p>\n\n\n\n<p class=\"\">Initial tremors erupted when the Maldivian Democratic Party (MDP) candidate&nbsp;<a href=\"https:\/\/economictimes.indiatimes.com\/news\/international\/world-news\/maldives-president-muizzus-party-loses-male-mayoral-poll-amid-diplomatic-row-with-india\/articleshow\/106829029.cms?from=mdr\" target=\"_blank\" rel=\"noreferrer noopener\">defeated<\/a>&nbsp;the Muizzu government-endorsed candidate in a landslide victory in the prestigious Male city council earlier this month. Furthermore, the government faces a very stiff challenge in the forthcoming March 17<a href=\"https:\/\/raajje.mv\/147950\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;Parliamentary (Majlis) election<\/a>&nbsp;from the pro-India MDP, which currently holds the majority, making it a referendum on Muizzu\u2019s \u201cIndia-Out, China-In\u201d policy.<\/p>\n\n\n\n<p class=\"\">If there is a concern for India, it is in the abrupt shift in Male\u2019s defense policy, which had been unabashedly linked to India. Muizzu has calculated that China\u2019s presence in India\u2019s backyard has opened an opportunity to increase strategic competition at New Delhi\u2019s expense, exploiting both Hindu nationalism and the largely Muslim population in the Maldives, which has had<a href=\"https:\/\/www.deccanherald.com\/world\/us-slaps-sanctions-on-isis-al-qaeda-supporters-in-maldives-1242727.html\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;difficulties containing extremism<\/a>. The saving grace for Modi is that Muizzu\u2019s turn toward China is partly rhetorical, as there is an opportunity for the United States and Japan to&nbsp;<a href=\"https:\/\/www.usip.org\/publications\/2023\/12\/maldives-president-seeks-preserve-sovereignty-amid-indian-ocean-competition\" target=\"_blank\" rel=\"noreferrer noopener\">assist<\/a>&nbsp;Male with its defense capacity. Thus, as far as defense and security are concerned, Male\u2019s anti-India rhetoric is more likely an attempt at diversification rather than a complete realignment away from India.<\/p>\n\n\n\n<p class=\"\">Notwithstanding this,&nbsp;<a href=\"https:\/\/www.fmprc.gov.cn\/eng\/wjdt_665385\/2649_665393\/202310\/t20231024_11167100.html\" target=\"_blank\" rel=\"noreferrer noopener\">a communique from China\u2019s Ministry of Foreign Affairs<\/a>&nbsp;released in October 2023 confused regional dynamics. The declaration states, \u201cChina will work with regional countries to manage regional security affairs with a coordinated approach.\u201d This may create apprehensions among the small island states dependent on external aid and under intense pressure from climate change. Concerns loom that the external aid will be subject to compromises on sovereignty with projects like the<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14650045.2023.2174852\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;Belt and Road Initiative<\/a>&nbsp;that often lead to debt traps.<\/p>\n\n\n\n<p class=\"\">At the same time, Australia, India, Japan, and the United States favor the status quo and a rules-based order in the region. Consequently, the Muizzu government\u2019s engagement with China maybring pressure on the Maldives similar to that in&nbsp;<a href=\"https:\/\/thediplomat.com\/2022\/04\/sri-lankas-economic-crisis-an-opportunity-for-india-to-reclaim-influence\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sri Lanka<\/a>, which reached the verge of bankruptcy, received limited assistance from China during its financial crisis, and was under public pressure to swing back to India.<\/p>\n\n\n\n<p class=\"\">Against the unfolding events, Modi has responded in a calculated manner while retaining regular food and related supplies. He also engages at a<a href=\"https:\/\/www.mea.gov.in\/press-releases.htm?dtl\/37511\/First_meeting_of_the_IndiaMaldives_High_Level_Core_Group\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;high level diplomatically<\/a>&nbsp;without publicly criticizing the Muizzu government or its ministers. This constructive approach has yielded a heated debate in the Maldives, where opposition political parties have<a href=\"https:\/\/www.news18.com\/world\/maldives-opposition-leaders-back-india-issue-vote-of-no-confidence-threat-to-muizzu-8733500.html\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;publicly criticized Muizzu\u2019s policy postures<\/a>&nbsp;of insulting India and inviting China, Turkey, and Saudi Arabia into the Indian Ocean, a traditional Indian sphere of influence.<\/p>\n\n\n\n<p class=\"\">India may simply wait, watch, and continue diplomatic negotiations. In the dire event of failure where China demonstrates an excessive presence in India\u2019s immediate vicinity, India will initiate a soft embargo process, enhance its naval presence in the region, and boost its long-standing public narrative of historic relations between Maldivians and India. The latter could blame the downturn in bilateral relations on the irrational policy choices of the Muizzu government.<\/p>\n\n\n\n<p class=\"\">In this test of political will, Muizzu\u2019s anti-India policy will likely be short-lived.
