But down in the text, the New Year\u2019s message posted to the office\u2019s website had not-so-subtle wording, as\u00a0<a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2024\/01\/03\/2003811545\">Song warned<\/a>\u00a0\u201cthe motherland will eventually be reunified, and it will inevitably be reunified.\u201d<\/p>\n\n\n\n<p class=\"\">The message came less than two weeks before Taiwan held its presidential and parliamentary elections and coincided with Chinese President Xi Jinping\u2019s message that reunification was an all but&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/china-calls-taiwan-president-frontrunner-destroyer-peace-2023-12-31\/\">foregone conclusion<\/a>. The thin rhetorical veneer of peaceful reunification has been gradually but significantly replaced with language that is more crisp in \u201cadvancing the cause of reunification.\u201d<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/asiatimes.com\/2024\/03\/firmer-less-peaceful-language-on-taiwan-reunification\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"732\" height=\"194\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2023\/06\/ATlogo.png?resize=732%2C194\" alt=\"\" class=\"wp-image-5856\" style=\"width:355px;height:auto\"\/><\/a><figcaption class=\"wp-element-caption\">As featured in the <strong><a href=\"https:\/\/asiatimes.com\/2024\/03\/firmer-less-peaceful-language-on-taiwan-reunification\/\">Asia Times<\/a><\/strong>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"\">This week, upon releasing budget figures at the opening of the National People\u2019s Congress, Premier Li Qiang dropped mention of \u201cpeaceful reunification\u201d in his government report, according to a\u00a0<a href=\"https:\/\/www.reuters.com\/world\/china\/china-drops-peaceful-reunification-reference-taiwan-raises-defence-spending-by-2024-03-05\/\">Reuters analysis<\/a>\u00a0of his speech. Li reiterated China\u2019s call for \u201creunification\u201d with Taiwan but added emphasis that it wants to \u201cbe firm\u201d in doing so and dropped the descriptor \u201cpeaceful\u201d, which had been used in\u00a0<a href=\"https:\/\/www.reuters.com\/world\/china\/china-says-should-advance-peaceful-reunification-with-taiwan-2023-03-05\/\">previous reports<\/a>, <em>Reuters <\/em>noted.<\/p>\n\n\n\n<p class=\"\">To be sure, it was not the first time a top Chinese official had omitted the word \u201cpeaceful\u201d when referring to Taiwan \u201creunification.\u201d The firmer language has been repeatedly used by Chinese state officials and has been a mainstay in Chinese Communist Party (CCP) speeches, including in&nbsp;<a href=\"https:\/\/interpret.csis.org\/translations\/adhere-to-the-partys-overall-strategy-for-resolving-the-taiwan-issue-in-the-new-era\/\">Xi\u2019s speech before the 20th Party Congress<\/a>&nbsp;in October 2022.<\/p>\n\n\n\n<p class=\"\">In the president\u2019s words then, he and his countrymen \u201cfirmly\u201d grasp \u201cthe leading position and initiative in cross-Strait relations, and unswervingly promote the great cause of the reunification of the motherland, which is the goal of work on Taiwan.\u201d<\/p>\n\n\n\n<p class=\"\">In Xi\u2019s China, the master historical narrative is much more important than the veneer of a peaceful transition. This makes the removal of the language a reflection of current realities and an affirmation that \u201crejuvenation\u201d through peaceful or more violent methods is the primary focus of the state.<\/p>\n\n\n\n<p class=\"\">In this effort, China has been consistent dating back Xi\u2019s speech at a 2012&nbsp;<a href=\"https:\/\/www.chinadaily.com.cn\/china\/2012-11\/30\/content_15976157.htm\">\u201cRoad To Renewal\u201d exhibition<\/a>, where the restoration of China takes precedence over all other objectives. Taiwan is seen as a critical element, as Beijing has called its separation a \u201c<a href=\"http:\/\/la.china-embassy.gov.cn\/gdxw\/202208\/t20220812_10741948.htm#:~:text=The%20Taiwan%20question%20arose%20as,our%20way%20to%20national%20rejuvenation.\">result of weakness and chaos in our nation<\/a>\u201d as noted in a 2022 White Paper, \u201cThe Taiwan Question and China\u2019s Reunification in the New Era.\u201d<\/p>\n\n\n\n<p class=\"\">Reunification is also extension of the \u201cChinese Dream,\u201d which is a collection of national myths and collective traumas manufactured by the state to extend beyond memory, back to the ancient Sui Dynasty of the 6th Century and the&nbsp;<a href=\"https:\/\/www.taipeitimes.com\/News\/feat\/archives\/2018\/02\/27\/2003688328\">glories of the Ming Dynasty,<\/a>&nbsp;which lasted until 1644. Failure to hold Taiwan is a part of China\u2019s trauma-based nationalism.<\/p>\n\n\n\n<p class=\"\">So injurious to the Chinese Dream is the threat of failure that \u201ccompatriots\u201d in Taiwan who were delicately described as&nbsp;<a href=\"http:\/\/www.china.org.cn\/english\/taiwan\/7943.htm\">\u201cbrothers and sisters\u201d<\/a>&nbsp;in 1978 are more commonly associated with conspiring to commit the most serious crimes of secession and treason.<\/p>\n\n\n\n<p class=\"\">Dead now are the remnants of Jiang Zemin\u2019s diplomacy aimed at peaceful Cross-Strait relations, echoed in his report to the&nbsp;<a href=\"http:\/\/www.china.org.cn\/english\/2002\/Nov\/49107.htm\">16th Party Congress in 2002<\/a>, in which the word \u201cpeaceful\u201d was used in the Taiwan context nearly a dozen times.<\/p>\n\n\n\n<p class=\"\">The election outcome in Taiwan&nbsp;<a href=\"https:\/\/www.france24.com\/en\/live-news\/20240111-china-calls-taiwan-poll-frontrunner-a-severe-danger-days-from-crucial-vote\">was a setback for China<\/a>, as Democratic Progressive Party (DPP) candidate William Lai won more than 40% of the vote \u2013 even though China\u2019s Taiwan Affairs Office had warned on the Thursday before the January weekend election that he represented Taiwan slipping \u201cever further away from peace and prosperity, and ever closer to war and decline.\u201d<\/p>\n\n\n\n<p class=\"\">Now, despite&nbsp;<a href=\"https:\/\/www.wsj.com\/economy\/chinas-consumer-prices-fall-by-more-than-expected-cbaba7ee\">economic deflation<\/a>, there are steep increases in China\u2019s defense spending,&nbsp;<a href=\"https:\/\/asia.nikkei.com\/Politics\/China-People-s-Congress\/China-defense-budget-grows-7.2-despite-other-belt-tightening\">up 7.2% for 2024<\/a>&nbsp;at US$230.6 billion. The surge in spending comes amid stern warnings about \u201cexternal interference\u201d and opposition to separatist activities aimed at promoting Taiwanese independence.<\/p>\n\n\n\n<p class=\"\">Long gone is a much milder approach, evidenced also in Hong Kong well prior to June 2020, when the promise of \u201cone country, two systems\u201d was that of a \u201chigh degree of autonomy.\u201d<\/p>\n\n\n\n<p class=\"\">The decling rhetorical use of \u201cpeaceful reunification\u201d also marks the broader realization that Taiwan has moved farther and farther from the control of mainland China. Taiwan\u2019s investment in South Asia and Southeast Asia in 2022 was&nbsp;<a href=\"https:\/\/asia.nikkei.com\/Editor-s-Picks\/Interview\/Taiwan-to-continue-shifting-investment-away-from-China-minister-says\">greater than investments the self-governing island made in mainland China<\/a>.<\/p>\n\n\n\n<p class=\"\">Former Taiwanese President Tsai Ing-wen has not only moved Taiwanese companies back from China, but has worked to engineer trade away from the mainland into the broader Indo-Pacific.<\/p>\n\n\n\n<p class=\"\">Taiwan\u2019s&nbsp;<a href=\"https:\/\/southbound.csis.org\/\">New Southbound Policy<\/a>, which targets 18 countries, almost doubled between 2016 and 2022. And the breadth of Taipei\u2019s&nbsp;<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3531094\/us-strengthening-deterrence-in-taiwan-strait\/\">defense-related procurement and related military aid<\/a>&nbsp;from the United States and other aligned countries makes the island a much more potent foe than it was 20 years ago.<\/p>\n\n\n\n<p class=\"\">With this reality, Beijing has set its sights on a reunion along the coercive terms it sets. As Taiwan becomes less interconnected and dependent on the mainland, more threats and less diplomacy are likely from Beijing.<\/p>\n\n\n\n<p class=\"\">Instead, contingency planning will continue to increase, evidenced by the recent weighing of options to&nbsp;<a href=\"https:\/\/www.asahi.com\/ajw\/articles\/15033900\">blunt the effect of US sanctions<\/a>&nbsp;in the case of a Taiwan conflict or recent mock drills simulating an&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/china-says-military-held-naval-air-combat-readiness-patrol-around-taiwan-2023-08-19\/\">island invasion by the military<\/a>.
