Those two things will always be related, as recently he warned he\u00a0<a href=\"https:\/\/www.scmp.com\/week-asia\/health-environment\/article\/3359599\/thai-pm-threatens-shut-down-cannabis-industry-after-global-smuggling-spike\">might shut down the booming industry<\/a>\u00a0due to a rise in cannabis trafficking out of Thailand. \u201cWe need to figure out what we should do to prevent other countries from blaming Thailand as being the weak link in this problem,\u201d Anutin warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critical European partners have seen a rise in cannabis smuggling, as Germany recently reported&nbsp;<a href=\"https:\/\/tvpworld.com\/94144045\/polish-german-services-seize-12m-cannabis-shipment\">two seizures of 1.2 tonnes<\/a>&nbsp;with a street value of $13 million, both inbound from Thailand. And the pressure is rising, since the issue may threaten&nbsp;<a href=\"https:\/\/globalnation.inquirer.net\/329500\/thai-pm-orders-urgent-crackdown-talks-after-australia-linked-drug-busts\">Thailand\u2019s OECD bid<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/3283604\/anutin-under-fire-over-cannabis-policy-failures\">Internal criticism of Anutin for these failures<\/a>&nbsp;came right as the Thai leader saw a major drop in public support, from 29.4 percent of the public preferring him as the leading choice for prime minister in a NIDA poll in January to&nbsp;<a href=\"https:\/\/www.bangkokpost.com\/thailand\/politics\/3284712\/voter-interest-in-ruling-bjt-wanes\">just 21.7 percent in early July<\/a>. Consequently, Anutin might very well pull the trigger and reverse one of the country\u2019s most significant policy shifts in recent memory \u2013 one that he himself advocated for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cost of this, however, would be to doom an emerging industry, and there are other ways of solving the short-term optical challenges facing his government.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full\"><a href=\"https:\/\/thediplomat.com\/2026\/07\/is-thailands-pm-more-concerned-about-sound-cannabis-policy-or-political-optics\/\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"65\" src=\"https:\/\/i0.wp.com\/markscogan.com\/wp-content\/uploads\/2021\/09\/TheDiplomatlogo-e1630482037575.png?resize=300%2C65\" alt=\"\" class=\"wp-image-4989\"\/><\/a><figcaption class=\"wp-element-caption\">As seen in <strong><a href=\"https:\/\/thediplomat.com\/2026\/07\/is-thailands-pm-more-concerned-about-sound-cannabis-policy-or-political-optics\/\">The Diplomat<\/a><\/strong>.<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">First, Thailand\u2019s initial attempt to manage cannabis through milder policy reforms failed to curb unregulated consumption, eventually forcing the government to introduce&nbsp;<a href=\"https:\/\/www.asahi.com\/ajw\/articles\/15866009\">medical-only restrictions<\/a>&nbsp;between late 2025 and mid-2026. While these restrictions were catastrophic for the domestic industry,&nbsp;<a href=\"https:\/\/asianews.network\/over-7000-cannabis-shops-in-thailand-close-due-to-stricter-regulations-and-new-law\/\">forcing 7,000 cannabis shops to close<\/a>&nbsp;due to the heavy costs of compliance, they have also failed to stop drug trafficking. Instead, the domestic market has created incentive for growers to smuggle excess supply overseas. According to the Thai Customs Department, between October 1, 2025, and June 30, 2026, Thai authorities intercepted more than 3,300 illegal shipments, seizing over 37,000 kilograms of cannabis&nbsp;<a href=\"https:\/\/en.vietnamplus.vn\/thailand-uk-strengthen-cooperation-to-combat-illegal-cannabis-smuggling-post348388.vnp\">valued at $14 million<\/a>. The regulations have thus pushed the domestic market into an active ring of drug smuggling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the logic of a proposed shutdown fails. The legal marijuana industry is not the source of the problem. Further, when Thailand\u2019s health minister argued earlier this month in favor of a&nbsp;<a href=\"https:\/\/www.nationthailand.com\/news\/policy\/40068375\">draft Cannabis and Hemp Act<\/a>, he called for greater action to combat smuggling and stop the spread of fake licenses, but not regulation of the cannabis industry itself. If the rationale of for the new Act is to fight criminality, there is no reason to punish thousands of legally-compliant businesses and producers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The process of passing the Act itself has been problematic, as it has&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-22\/thai-parliament-fails-to-pass-much-delayed-cannabis-bill-as-lawmakers-clash\">repeatedly failed to overcome legislative hurdles<\/a>. Passage of the bill appears to be trapped by a regulatory and institutional minefield, where the market is subject to an array of different legal statutes, and businesses must navigate several ministerial decrees. The patchwork system does not centralize authority with one government agency but several, including the Department of Thai Traditional and Alternative Medicine, and the Office of the Narcotics Control Board. Further, there have been divisions&nbsp;<a href=\"https:\/\/www.channelnewsasia.com\/asia\/cannabis-thailand-draft-bill-business-4176821#:~:text=Those%20farming%20cannabis%20without%20a%20licence%20face,Buddy%20Group%2C%20the%20operator%20of%20Plantopia.%20Advertisement.\">among coalition partners in the past<\/a>, most notably from the prime minister himself, who has taken a 180-degree position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There\u2019s little question that regulation of the industry is required. Thailand\u2019s draft Cannabis and Hemp Act<a href=\"https:\/\/aseannarco.oncb.go.th\/uploads\/Ebook\/pdf\/1853468687403184.pdf\">&nbsp;restricts cannabis to medical, research, and industrial use<\/a>, and bans recreational consumption. It enforces strict regulations, including medical-facility standards for dispensaries and mandatory prescriptions, as well as reclassifying extracts containing more than 0.2 percent THC as Category 5 narcotics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Act remains on the precipice of becoming law, there have been meaningful recent steps to streamline regulation. For instance, the government has cut approval times for cannabis licenses by setting up&nbsp;<a href=\"https:\/\/www.bangkokpost.com\/business\/general\/3277430\/digital-platform-to-speed-up-thai-cannabis-exports\">digital licensing platforms<\/a>&nbsp;and introduced&nbsp;<a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/3283085\/thaiuk-effort-targets-cannabis-smugglers\">harsher customs penalties of 30,000 baht per kilogram<\/a>&nbsp;for anyone caught attempting to smuggle cannabis flowers or cannabis products out of the country, in addition to forfeiture of the products themselves \u2013 each of which are just weeks into implementation. This makes Anutin\u2019s shutdown threat even more difficult to comprehend. Why not wait? The results might already be visible. In the United Kingdom, the number of cannabis arrivals by mail from Thailand&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/international-crackdown-on-cannabis-smuggling\">declined by 90 percent<\/a>&nbsp;in the first three months of 2025 alone due to a partnership between the U.K. Border Force and Thai customs. If the recent concerns stem from criminality, again, why the need to cripple an entire industry?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After all, it was Anutin himself who successfully pitched legalization to the Thai public. As public health minister, he argued that a legal cannabis industry could&nbsp;<a href=\"https:\/\/idpc.net\/blog\/2021\/12\/thailand-reforms-drug-laws-to-reduce-impacts-of-criminal-justice-system\">reduce prison overcrowding<\/a>&nbsp;and create a hemp industry that was projected to&nbsp;<a href=\"https:\/\/www.grandviewresearch.com\/industry-analysis\/thailand-legal-cannabis-market-report\">reach $9.6 billion by 2030<\/a>, hence alleviating rural poverty. To shut this all down now would only harm the same people it was projected to help, which include&nbsp;<a href=\"https:\/\/www.voanews.com\/a\/who-will-win-in-thailand-s-cannabis-industry\/6646174.html\">rural farmers<\/a>, hill communities, and&nbsp;<a href=\"https:\/\/time.com\/7298262\/thailand-cannabis-marijuana-weed-recriminalization-delegalization-pheu-thai-new-policy\/\">patients with chronic pain<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are vital issues that Anutin rightly should consider, such as increases in cannabis addiction, the impacts on the&nbsp;<a href=\"https:\/\/world.thaipbs.or.th\/detail\/corporate-interests-vs-public-good-critics-sound-alarm-over-new-govts-policy-roadmap\/60899\">public health sector<\/a>, and the creation of a robust regulatory environment. But the process of creating a regulated cannabis market has been so badly managed and Anutin deserves considerable criticism for his role in creating the legislative and regulatory mess facing producers and law enforcement.&nbsp; These issues should have all been weighed and considered before Thailand made the leap to legalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, as things stand, these issues cannot easily be solved in one fell swoop.
