What began as a joke has, according to critical assessments of the movement, already delivered a genuine setback to Narendra Modi’s party.

This brief commentary ponders a broader question, whether a parody built around an insect can inflict lasting political damage on a party that has governed India since 2014, or whether it represents another instance of viral discontent that will dissipate once media interest moves on.

The CJP movement’s growth has been extraordinary. Within days of its founding, its Instagram account had collected more followers than either the BJP or the Indian National Congress, and by early June had passed 22 million. Hundreds of thousands of people registered to become members through a simple Google form, and prominent opposition politicians began publicly following the account, lending it a veil of legitimacy it might not otherwise have acquired so quickly.

As featured in the Geopolitical Monitor.

But this movement is nothing without the underlying socioeconomic grievances that give it substance, evidenced in a crisis within India’s examination system. The National Eligibility cum Entrance Test (NEET), the path toward medical school admission, was cancelled after exam questions were leaked, forcing roughly 2.2 million to retake it months later. In addition to the suicides that followed the stress and anxiety of a botched exam, there were other grievances, chronic graduate unemployment, and a perception that institutions designed to hold government accountable have been weakened under Modi’s rule.

The transition from internet satire to a political and social movement came when thousands gathered at Jantar Mantar, New Delhi’s traditional site of protest, with many wearing cockroach masks and demanding the resignation of India’s Education Minister. The participation of Sonam Wangchuk, an engineer and education reformer already known for his activism on behalf of Ladakh’s political status, joined the sit-in in early July and began an open-ended hunger strike during which he lost roughly 18 pounds over the course as many days. Adding fuel to the fire in a heavy-handed approach, plain-clothed police officers forcibly took him to a hospital three weeks into his fast. Days later, 10,000 protesters attempted to march on Parliament as its monsoon session opened and were dispersed with tear gas and batons.

The first stage of this social movement appears like a clear win for the Cockroach Party. Modi and the BJP looked weaker than they have in many years and it is now clear that the CJP is a rarity in being able to challenge Modi in his more than twelve years in power. In fact, the BJP’s very identity has been built around the image of invulnerability, evidenced in its 2024 national mandate, mass mobilization capacity, and a strong online presence. But this arguably was an illusion, as the BJP secured the 2024 national election with just one-third of the popular vote. The newfound vulnerability is contrasted with disillusioned young voters from across caste and party lines resonating with the constituency the BJP most needs to retain, namely young and first-time voters, who make up a substantial share of the Indian electorate. It did not help matters when the ideological wing of the BJP, the Rashtriya Swayamsevak Sangh (RSS), the BJP’s ideological parent organization, called the CJP barrage of insults, from being a part of a “left-leaning” ecosystem to their demands to cancel the licenses of Adani and Reliance media groups (commonly linked to the BJP), as “Stalinist Communist censorship.”

But an outright CJP win is still premature. The BJP’s electoral record in this same period argues against a party in genuine crisis. In the West Bengal election where the CJP was gaining momentum, the BJP won an outright majority and ended the rule of the All India Trinamool Congress in an opposition stronghold. The path from social movement to political party is wide and difficult. The CJP as of now, still fields no candidates and holds no seats.

What is more likely in the short term is old fashioned co-optation. It was easy for the BJP to satisfy one of the CJP’s biggest demands in the recent resignation of the Education Minister. Killing two birds with one stone, it shows accountability while providing a convenient scapegoat for the past NEET troubles. Second, it does not demonstrate capitulation to agree to meet with CJP leaders and listen to their five-point exam reform plan, as co-optation often involves being enveloped into the BJP fold without explicitly doing so.

The absorption of the energy of social movements is not new. In 2011, a wave of anti-corruption protests led by Anna Hazare, eventually led to the Aam Aadmi Party (AAP), but in just over a decade, the party has faced an internal crisis, followed by a landslide election loss to the BJP. Its founder, Arvind Kejriwal, later resigned and AAP leaders were alleged to have accepted bribes and kickbacks. A Court clearing of charges has not yet restored confidence.

Whether the CJP can ultimately damage Modi and the BJP is a question of both investment and timing. In reputational terms, the cost already appears real, but co-optation means that the effects may be minimal. In the short term it has put the BJP into an unaccustomed defensive posture, and the international coverage of its response to the protests is unlikely to be forgotten quickly.

In electoral terms, the outcome remains genuinely uncertain, and will depend on whether the government can offer lasting socioeconomic concessions and appeals to disaffected young Indian voters. It also remains to be seen whether opposition parties can succeed in translating the movement’s energy into a coherent electoral strategy or whether the movement itself can sustain momentum once its central grievances receive at least partial redress.

What is clear is that a remark made in passing before India’s Supreme Court has forced India’s dominant, if not tone deaf ruling party to reckon with a generation it had for so long taken for granted.

t was like a kerosene-soaked rag left too long in the summer heat.
